Freese and Nichols has served as the Program Manager and Consulting Engineer for Upper Brushy Creek WCID since 2004, providing construction phase services, hydrological and hydraulic modeling and downstream inundation mapping, emergency action planning and miscellaneous consulting services. This program received the 2008 Association of State Dam Safety Officials Western Regional Award of Merit.
The program addresses modernization improvements for 21 of Upper Brushy Creek's 23 dams, originally built in rural areas as low-hazard dams but located in rapidly developing areas and now classified as high-hazard dams. Freese and Nichols has modernized nearly 70 percent of the dams, installed flood monitoring stations at all 21 dams, developed web-based flood monitoring system and provided public outreach through meetings, websites and marketing material.
