Hazard Mitigation Grant Program: Managing a Buyout

The City of Lancaster has several homes located along Ten Mile Creek that have flooded multiple times over the past 40 plus years. This area of homes was originally developed in the 1960s in the county jurisdiction, which was later annexed into the City. In 2004, a 25 year flood event occurred on June 28th flooding the neighborhood and several homes. While still cleaning up from this flood event, another much larger flood event on July 29th, some estimate it at over a 400 year event, hit the same neighborhood and damaged over 100 structures across the City. Thirty three structures were declared substantially damaged along Ten Mile Creek. Most of these homes were located along Enchanted Lane, Creekwood Drive and Main Street, all of which were located immediately adjacent to Ten Mile Creek. Some of the homes had water almost over their roof tops while others had as little as six inches of water in their homes.
