As Freese and Nichols’ Funding Specialist, Mark Evans provides technical assistance to staff and clients on multiple funding alternatives, including low interest loans, grants, disaster relief and hazard-mitigation-type funding programs for water, wastewater and stormwater opportunities. Mark has extensive experience with mapping out traditional and disaster response emergency relief funding strategies that involves both grant (principal forgiveness) and low-to-zero-interest loans to assist clients with building needed infrastructure projects as quickly as possible. These strategies are customized for each client based on their constraints and long-term development goals. In recent years, Mark has worked on more than 20 projects funded by agency programs and has assisted clients in accessing more than $355 million in funding.
