Going "iSWMing" in North Texas: What You Need to Know about NCTCOG's iSWM Program

What is the iSWM™ Program?
The North Central Texas Council of Governments (NCTCOG) defines its Integrated Stormwater Management (iSWM™) Program for Construction and Development as “a cooperative initiative that assists cities and counties to achieve their goals of water quality protection, streambank protection, and flood control, while also helping communities meet their construction and post-construction obligations under state stormwater permits.”  The iSWM™ program was approved by NCTCOG in 2006 and details innovative and traditional controls to manage quantity and quality of stormwater runoff during planning and design. The program also provides controls to manage sediment and other pollutants during construction. This program was developed under the leadership of Freese and Nichols’ stormwater management group.

Goals of iSWM™ Program
NCTCOG’s iSWM™ program provides a framework for effective and environmentally-sensitive stormwater management throughout the planning, design, construction, operation and maintenance of stormwater infrastructure. The goals of the program are to:

  • Minimize flood risk to people and properties
  • Minimize downstream bank and channel erosion
  • Protect water quality
  • Integrate quantity and quality
  • Consider stormwater earlier in the development process
  • Minimize erosion and pollutant discharges during construction

What if I don’t live in North Texas?
NCTCOG’s iSWM™ manuals are available online for statewide use. A large majority of the content can be applied to any municipality’s stormwater design and construction criteria.

iSWM™ Program Update
The iSWM™ program is currently being reviewed in a multi-year effort to update the program. The update project includes public involvement, modification to existing guidance documents and manuals, education and training and implementation assistance. Freese and Nichols is leading the iSWM™ update project.
