A New Project, A New City Manager

On the day Port Arthur's new City Manager, Brian McDougal, began his new position, Freese and Nichols was approved for a new project in Port Arthur.

The Comprehensive Plan project was approved unanimously by Council, and will replace the City's existing plan, which was last updated in 1989. This win is the fourth project with the City in almost two years.

New City Manager Brian McDougal comes to Port Arthur from Shawnee, Okla., where he served as City Manager since 2009. Prior to his tenure in Oklahoma, he was City Manager in Athens, Valdosta, Royston, and Remerton, Georgia. In Shawnee, he was responsible for 250 employees and an annual budget of more than $44 million.
