Update to TCEQ’s DMR Electronic Reporting Requirements
The Texas Commission on Environmental Quality has provided additional clarification regarding electronic reporting requirements for submitting electronic discharge monitoring reports (DMRs) for stormwater from industrial facilities. Under the recently renewed Multi-Sector General Permit (MSGP) TXR050000, effective Dec. 21, 2016, all analytical results for determining compliance with effluent limitations are required to be submitted online using the NetDMR reporting system.
However, the option for MSGP permitted facilities to report electronically is not available at this time.
On Aug. 4, the TCEQ issued a second temporary waiver for electronic reporting of MSGP DMRs that will expire on Aug. 31, 2018. Permittees shall submit analytical results to the TCEQ Enforcement Division (MC-224) on the approved paper DMR form (EPA No. 3320-1) until such date.
DMRs are to be submitted to TCEQ by March 31 of each year in the following scenarios:
- Any non-compliance with an effluent limit for any of the hazardous metals listed in the permit.
- All results of sampling for effluent limits in accordance with sector-specific requirements in Sectors A, C, D, E, J or O regardless of if there was an exceedance or not.
Starting Sept. 1, 2018, DMRs must be submitted electronically using the NetDMR system, unless the permittee requests and obtains an electronic reporting waiver. To learn more, please visit TCEQ’s NetDMR electronic reporting system webpage at www.tceq.texas.gov/permitting/netdmr.
