The Texas Water Development Board (TWDB) has announced that the 83rd Legislature approved three bills as part of a package to provide funding for State Water Plan projects. The bills propose creation of a new fund, the State Water Implemenation Fund for Texas (or SWIFT). Before using any of the funds, Texas voters must first consider the amendment creating the SWIFT, which is up for election on November 5th.

Freese and Nichols continues to follow the Congressional budget situation and its impact on the annual Federal Emergency Management Agency (FEMA) mitigation grant programs. As we reported in October 2012 and March 2013, FEMA has delayed the release of its annual Hazard Mitigation Assistance grant programs, including Pre-Disaster Mitigation, Flood Mitigation Assistance, Repetitive Flood Claims, and Severe Repetitive Loss, for FY2013.

The Texas Commission on Environmental Quality recently opened its Section 319(h) Nonpoint Source Grant Program. Eligible applicants include Texas agencies, political subdivisions of the State of Texas, and nonprofit organizations. The grant provides a 60-percent federal match to develop or implement Total Maximum Daily Load studies (TMDLs) and Watershed Protection Plans (WPPs). Applications are due July 31, 2013 at 3:00 P.M.
