Freese and Nichols Welcomes Experienced Water/Wastewater Planning Engineer
We are pleased to announce that Sam Mills, PE has joined our team in Rogers, AR as a Senior Water/Wastewater Planning Engineer. With over thirty-five years of engineering, project management, and supervisory experience in the water/wastewater, environmental, and petroleum industries, Sam brings a wealth of knowledge and expertise to our projects.
In his new role, Sam will serve as a technical lead, advising and leading teams in water/wastewater planning projects for various municipal clients in Arkansas and Oklahoma. He will also play a key role in ensuring successful project delivery to our clients and securing new projects.

Sam’s extensive background includes strategic and tactical management of water systems’ growth. He has been responsible for assessing and monitoring system capacity and demands through engineering analysis, enhanced Geographic Information Systems (GIS), hydraulic modeling, and special studies. Sam has also directed the development and implementation of Land Use Assumption Plans (LUAPs), Master Plans, Impact Fees Programs, and Capital Improvement Plans (CIPs), as well as the integration of acquired water systems.
In addition to his work in water systems, Sam has extensive experience in environmental engineering consulting. He has managed projects involving aquifer reinjection testing, groundwater and soil vapor extraction remediation, spill response and waste cleanup, and hazardous waste management. Sam has also worked on offshore environmental investigations and petroleum engineering projects, performing reservoir analysis and financial modeling to forecast revenue, expenses, and net present value of oil and gas fields.
Sam holds a B.S. in Petroleum Engineering from Texas A&M University and is a registered Professional Engineer in Texas, North Carolina, Oklahoma, Missouri, and Arkansas.
