Berth 7, an 800- by 109-foot berth at Port Freeport, designed by another firm, experienced a structural failure during construction as the facility was being dredged. Berth 7 is also a component of a federal levee system owned and maintained by the Velasco Drainage District (VDD). Since the berth provides the line of permanent protection for the VDD, a Section 408 permit with the U.S. Corps of Engineers (USACE) was required for regulatory compliance purposes for the redesign of the berth. Support Technical Services, Inc. hired Freese and Nichols to review the structural redesign performed by others. The redesign was required to conform to USACE requirements.
