Freese and Nichols provided a wide range services, including planning, architecture, engineering and program management to the Howard College District. Additional services included campus planning, facility evaluations, and evaluations of existing utility systems and infrastructure on the main and satellite campuses.
Freese and Nichols provided specific services relating to the evaluation and recommendation of funding options for long-range facility projects and energy performance projects. Freese and Nichols worked closely with the District’s local architect and engineers to review and recommend programs and projects that can be best accomplished using various funding options, including performance contracts, LoanSTAR Energy Program, local tax bond programs and state higher education funding. Ultimately, this information was used to assist Howard College in preparing a local bond package election which was successful and approved by voters.
