Freese and Nichols is developing conceptual plans and designs for an industrial buffer tract and a potential park (on an adjacent tract). Part of the overall industrial buffer includes park amenities and is intended to buffer the City of Portland from industrial activities, as well as incorporate a shared space that provides and demonstrates a linkage of industry and community. Amenities and components could include hills, treatment wetland, habitat features, hike-and-bike trails and education kiosks. The industrial buffer would potentially incorporate beneficial use of maintenance and new dredge material from port operations. Designs would accommodate or consider future port expansions. Environmental and regulatory compliance would also be an overarching concept of implementing various amenities such as treatment wetlands, or beneficial use of dredged material. Landscape vegetation would be based on regionally-adapted native plants.
