Freese and Nichols Hires Travis Kelly to Expand Government Affairs Focus

Freese and Nichols, Inc., has added Travis Kelly, a policy leader with experience at all levels of government engagement, to help municipalities and other public entities navigate legislative and regulatory processes affecting their projects.

Travis has spent more than 13 years specializing in local, state and federal government affairs, including 10 years in leadership roles supporting Texas’ Dallas-Houston high-speed rail project.

His broad experience includes managing key elements of multifaceted infrastructure projects, analyzing legislative impacts on public projects, understanding funding streams and engaging with stakeholders including elected officials, local, state and federal agencies, and international partners. He has worked extensively on public engagement with diverse communities to build consensus on critical projects.

“Travis has a dynamic range of skills and understands what it takes to move projects forward when there are regulatory, funding and legislative considerations involved,” said Alan Greer, Freese and Nichols’ Chief Business Development Officer for Infrastructure.

“He has exceptional insights into infrastructure issues from his decade of helping bring high-speed transit to Texas. And he’ll be able to help our clients track and understand how new laws and regulations could impact their projects.”

Travis received a B.A. in International Studies with an emphasis in Latin American Studies from Baylor University. He is a member of the World Affairs Council of Dallas/Fort Worth. Progressive Railroading magazine honored him as a Rising Star in 2017 for his career achievements, leadership and industry contributions.
