Freese and Nichols Introduces Leadership Team

Freese and Nichols is proud to introduce our leadership team. Brian Coltharp, Larry Eckersley, Alan Greer, Thomas Haster, Cindy Milrany and Mike Nichols took office January 1, joining Ken Reeves, who took office in March 2016.

All seven are established leaders in their fields and familiar faces for our clients across the Southwest and Southeast United States — collectively, they have 175 years of service at Freese and Nichols. Their leadership roles are the result of our years-long succession planning process, including our in-house senior leadership development program.

Brian Coltharp is President and CEO. Previously Chief Operating Officer, he coordinated Freese and Nichols’ comprehensive approach to delivering across-the-board services to clients. Throughout his 25-year career at Freese and Nichols, Brian has established a reputation for outstanding client service, overseeing several billion dollars in design and construction projects. He maintains that commitment in his new position, focusing on continuing Freese and Nichols’ legacy of responsiveness and top-quality work.

Larry Eckersley is Chief Operating Officer for the South Central Region, serving clients in Texas and Louisiana. Previously North Texas Infrastructure Division Manager, he has overseen significant growth of Freese and Nichols’ services in Construction Services, Program Management and Transportation. Larry drove the formation of FNB Project Partners, a Freese and Nichols limited liability company dedicated to delivering projects through alternative methods such as construction manager at risk, design-build and public-private partnerships. He has been at Freese and Nichols for 27 years.

Mike Nichols is Chief Operating Officer for National Offices, serving clients outside of Texas and Louisiana; Freese and Nichols currently has offices in Georgia, North Carolina and Oklahoma. As Chief Marketing Officer from 2002 to 2016, he played an integral role in our geographic expansion, which opened 12 new offices and enabled us to provide local service to clients across the Southwest and Southeast United States. In recent years, Mike also led our growth and operations in Central Texas. He has been at Freese and Nichols for 38 years.

Cindy Milrany, who has been our Chief Financial Officer since 1994, continues in that role and has added the role of Chief Strategy Officer. During her tenure at Freese and Nichols, Cindy has spearheaded Continuous Improvement initiatives that have transformed the way we do business. This ongoing journey has led to increased satisfaction among clients and employees and helped us become the only engineering firm to receive the Malcolm Baldrige National Quality Award. Cindy now helps cities and school districts pursue performance excellence in their own organizations.

Alan Greer is Chief Business Development Officer for infrastructure practices. He has been instrumental in developing emerging market areas during his time at Freese and Nichols. In 1995, Alan led the initiative to establish Freese and Nichols’ presence in Dallas; during his 17 years of leadership there, our office grew from one employee to 70. He also helped establish our Houston office and was Southeast Regional Manager in the mid-2000s. Most recently, Alan has focused on growing business in West Texas and with the Texas Department of Transportation. He also serves as our Program Director for the Texas high-speed railroad between Dallas and Houston.

Thomas Haster is Chief Business Development Officer for water practices. Since joining Freese and Nichols in 1991, he has earned a reputation for providing outstanding service to water clients. He played a critical role in developing our Water and Wastewater Master Planning Group, for which he was Group Manager from 2004 to 2013. Thomas has led more than 60 water/wastewater master plans, condition assessment/asset management programs and impact fee studies. He also assists utilities by conducting workshops on impact fee program development and alternative cost recovery planning.

Ken Reeves is Chief Human Resources Officer, focusing on our staff recruitment, training, mentoring and leadership development. Before joining Freese and Nichols in 2016, Ken directed human resources at the YMCA of Metropolitan Fort Worth and at Bell Helicopter Textron. Ken serves in a number of community and professional organizations, including the Texas Health Resources Board of Trustees and the Chancellor’s Advisory Committee at Texas Christian University. He played in the National Football League from 1985 to 1991.
