Texas City needed a catalyst.

Although it has many strong assets as a deepwater port, the City was concerned about its economic reliance on  the petrochemical industry and its large share of workers who commute from elsewhere.

Freese and Nichols developed the Texas City Livable Center Study, a visionary plan that aims to stimulate public and private initiatives and ultimately result in new growth and prosperity for Texas City.

Our team’s innovative approach incorporates land use analysis, economic analysis, quality of life considerations, and the City’s transportation systems into a systematic design plan.

This design plan’s recommendations are quantified through a cost analysis, providing actionable steps for implementation and giving Texas City a pathway toward a vibrant downtown.
