The USACE has released a new version of HEC-HMS that has several new capabilities including forecast baseflow automatic initialization, forecast reservoir automatic initialization, uncertainty analysis empirical distribution, annual pattern evapotranspiration and compute to a point. Additionally, several existing features were changed and problems were repaired. For a more detailed description of the changes and to download the model, check out the links below.

UPDATE: The USACE posted the following update on their website, regarding HEC-RAS Version 5.0.2 - “We've temporarily taken down HEC-RAS 5.0.2 to investigate a critical bug with simplified physical breaching computations. We will be releasing a 5.0.3 soon to fix this issue. We apologize for any inconvenience that this might cause. If you need to download HEC-RAS in the meantime please use the 5.0.1 download links available in the archived versions section below.”
