The Texas Water Development Board (TWDB) is accepting pre-applications from water and wastewater utilities seeking financial assistance for the planning, acquisition, design and construction of eligible infrastructure projects. These funding programs can fund 100% of your project with no local match required. However, certain program per-project maximums may apply.

Each program follows a two-step application process:

  • Applicants first submit a PIF (Project Information Form), a preliminary informational document that allows the agency to evaluate funding demand and proposed project types.

  • Projects are then scored according to each program’s criteria and ranked alongside other submissions.

  • Based on review and capacity modeling, the agency invites applicants in rank order to submit full financial assistance applications for consideration.

Participating Programs

  • State Water Implementation Fund for Texas (SWIFT): Offers low-interest loans, extended repayment terms and repayment deferrals to political subdivisions and nonprofit water supply corporations for recommended water management strategy projects included in the State Water Plan. Applications are accepted through Monday, February 2, 2026. Interested entities may submit SWIFT Abridged Applications online or by emailing the Microsoft Word version to the agency. The current funding cycle will conclude in December 2026 with the closing of committed and funded loans.

  • Clean Water State Revolving Fund (CWSRF): Provides below-market loans and principal-forgiveness grants to public and nonprofit wastewater systems for planning, design and construction of wastewater collection, treatment and stormwater management infrastructure. Project Information Forms are being accepted through Friday, March 6, 2026, for the SFY 2027 funding cycle. Forms may be submitted online or via email.

  • Drinking Water State Revolving Fund (DWSRF): Offers the same financing structure as the CWSRF for publicly and privately owned community water systems, including nonprofit water supply corporations and nonprofit non-community public water systems. Eligible projects include treatment and distribution improvements that add new service, upgrade or replace existing service or address system deficiencies related to water quality, capacity, pressure or water loss. Project Information Forms (PIFs) are being accepted through Friday, March 6, 2026, for the State Fiscal Year 2027 funding cycle. Forms may be submitted online or via email.

In addition to the above funding opportunities, the TWDB has also opened a call for PIFs for projects that reduce exposure to perfluoroalkyl and polyfluoroalkyl substances (PFAS) and other emerging contaminants through drinking water and to help address discharges through wastewater. PIFs are being accepted now through the deadline of Friday, March 6, 2026, online or via email for projects seeking funding from the Emerging Contaminants (EC) programs in both the CWSRF and the DWSRF programs.
