In the coming weeks, the Texas Water Development Board (TWDB) will open the call for projects for several cost-effective loan programs that support the planning, acquisition, design and construction of water infrastructure and other water quality improvements.

Solicitations for the State Water Implementation Fund for Texas (SWIFT) abridged applications and State Revolving Funds, including both Clean Water and Drinking Water Project Information Forms (PIFs), will open in early December 2025.

The last date to submit SWIFT abridged applications will be February 1, 2026, and the last day to submit State Revolving Fund PIFs will be March 1, 2026.

Available Funding Opportunities

State Water Implementation Fund for Texas

Created by the Texas Legislature, SWIFT provides affordable, ongoing state financial assistance for projects in the state water plan. The program helps communities develop cost-effective water supplies by offering low-interest financing, extended repayment terms, deferred repayments and incremental repurchase terms.

Only loans are available, but SWIFT loans with subsidized interest rates are often lower than market financing. Applicants are invited to submit short, abridged applications that provide information the TWDB needs to prioritize projects.

Eligible Applicants:
Any political subdivision or nonprofit water supply corporation that can issue municipal bonds with a project listed in the most recently adopted state water plan.

Drinking Water State Revolving Fund (DWSRF)

Authorized by the federal Safe Drinking Water Act, DWSRF provides low-cost financing for projects that help water systems comply with drinking water standards. The fund offers both subsidized loans and principal forgiveness (similar to grants) for planning, acquisition, design and construction.

Eligible Applicants:
Publicly and privately owned water systems, nonprofit water supply corporations and nonprofit, non-community public water systems.

Clean Water State Revolving Fund (CWSRF)

Authorized by the federal Clean Water Act, CWSRF provides low-cost financing for wastewater, reuse and stormwater projects. Both subsidized loans and principal forgiveness are available for planning, acquisition, design and construction.

Projects can include collection, treatment and reuse facilities, as well as initiatives that reduce or eliminate nonpoint-source pollution.

Eligible Applicants:
Cities, counties, districts and river authorities.
