City of Palmview’s Vision for a Stronger Future Earns Statewide Recognition

Freese and Nichols planners Kaleb Otems (pictured) and Evan Olszewski accepted the award on behalf of the project team at the APATX26 conference on October 16 in Irving.

Located in South Texas’ rapidly growing Rio Grande Valley, the City of Palmview is preparing for a future shaped by expansion, environmental challenges and evolving community needs.

Rather than addressing concerns such as flooding, extreme heat, drought and aging infrastructure independently, city leaders partnered with Freese and Nichols to develop Palmview’s first-ever comprehensive plan, creating a unified vision for a more resilient future and a long-term framework to guide development for years to come.

That forward-thinking approach earned statewide recognition, winning the 2026 Texas Planning Gold Award in the Resilience category from the Texas Chapter of the American Planning Association.

The award honors the plan’s innovative integration of resilience throughout every aspect of long-range planning, reflecting a collaborative effort to help Palmview become a stronger, safer and more sustainable community.

Planning With Resilience in Mind

Palmview’s city-wide Fourth of July celebration brought residents together to strengthen connections and support the city’s resilience efforts.

As they continue to expand, the City needed a plan that would help protect residents from natural hazards while improving quality of life and economic opportunities.

Flood risk emerged as one of the community’s most significant concerns. The plan encourages development in safer locations while preserving flood-prone areas for open space and lower-intensity uses. Lessons learned throughout the region during recent floods helped inform conversations about risk reduction, infrastructure improvements and strategies.

Recommendations included green infrastructure solutions that can help manage stormwater while enhancing community amenities, such as:

  • Bioswales

  • Rain gardens

  • Permeable pavement

  • Detention facilities

The plan also improves backup capacity for critical systems, helping essential services remain operational during emergencies and extreme weather events.

Community Voices Shaped Decisions

City stakeholders and residents shared valuable input during meetings, a town hall and an online survey, helping shape the comprehensive plan.

The success of the plan was driven by more than technical analysis, but by the people who call Palmview home.

Recognizing the City’s predominantly Hispanic population and the presence of colonia communities, the project team developed a bilingual engagement program designed to make participation accessible to everyone.

Residents shared their perspectives through town halls, open houses, community events and surveys. Rather than relying solely on traditional public meetings, the team met residents where they were already gathering, creating opportunities for meaningful conversations about the City’s future.

Strengthening the Region Through Collaboration

The comprehensive plan was developed with a strong emphasis on regional coordination, aligning Palmview’s vision with several ongoing efforts across the Rio Grande Valley. The plan builds upon and aligns with the Hidalgo County Hazard Mitigation Action Plan, Hidalgo County Drainage District‘s planning initiatives, the region’s Metropolitan Transportation Plan, the City’s Capital Improvement Program and utility planning efforts with Agua Special Utility District.

By connecting local priorities with established regional plans and infrastructure investments, Palmview is better positioned to pursue funding opportunities, strengthen partnerships and maximize the impact of future improvements.

The award-winning comprehensive plan reflects Palmview’s vision for the future and its commitment to building a community that can adapt and thrive. More than a guiding document, it establishes a framework for thoughtful growth, strategic investment and long-term resilience.

The recognition from APA Texas underscores the impact of that work and the importance of planning for both today’s needs and tomorrow’s challenges.
