Freese and Nichols adds Water Industry Veteran to Expand Central Texas Presence
Vicente Garza is bringing his construction, design and project management experience to our Transmission and Utilities teams in Central Texas.

For 28 years, he’s worked as an engineering manager and project engineer for the San Antonio Water System where he was an established resource for clients seeking a wide range of projects, focusing on major pump stations and storage tanks, transmission pipelines, treatment plans, lift stations and design-build contracts. Vicente brings a multifaceted level of expertise that positions him with skills for creating new and strengthening existing client relationships.
Vicente said he’s eager to support water, wastewater and stormwater projects. “The fact that I get to speak with municipalities and entities that may have limited resources is motivation for me to help them,” he said. In his role, Vicente will offer guidance and help lead decision-making on large-scale projects.
Erin Mills, Transmission and Utilities Leader in San Antonio and Corpus Christi said, “Vicente’s project feedback is thoughtful and focused on producing the best possible deliverable. He’s already making a difference by improving the quality of our designs.”
Vicente earned a bachelor’s degree in civil engineering from the University of Texas at San Antonio and a master’s degree in business administration from Texas A&M University, San Antonio.
