Gilbert’s insights into the West Texas/New Mexico region come from more than 27 years of combined consulting and municipal experience, particularly in stormwater, water resources, wastewater and transportation.

With his vast infrastructure and project management experience, he’ll be able to continue helping communities in a unique region ripe with geographic challenges and infrastructure and utility needs.

Gilbert has worked in public and private sector roles. As an Engineering Division Manager for the City of El Paso, he oversaw capital projects.

In consultant roles, he led complex water resource projects, managing strategies, proposals and scopes, and often navigating regulatory relationships. Many of these roles called for him to act as a de facto on-call city engineer for municipalities — tapping into the “trusted advisor” approach he holds dear. Gilbert’s ability to translate the technical nature of the business into lay terms has resulted in deep industry connections over almost three decades.

His expertise includes:

  • Water Resources: He has experience as a Certified Floodplain Manager and in stormwater and drainage systems, and water/wastewater facility planning.
  • Municipal Infrastructure: He oversaw a $210 million Street Infrastructure Plan and El Paso International Airport projects for the City of El Paso, including contract negotiations, construction oversight, design criteria, city compliance and operating budget management.
  • Multidisciplinary and Multijurisdictional Capital Projects: He has experience working across international borders and navigating complex oversight agencies.
  • Office Leadership: He has a knack for developing young talent and building teams across multiple technical disciplines.

Brad Kirksey, a Dams and Levees Project Manager and leader in the El Paso office, said clients across the region trust Gilbert due to his long-standing record of success. “The number of relationships and familiarity that he brings from working in the region for that long are invaluable,” Brad said.

Gilbert was born and raised in El Paso and received a bachelor’s in civil engineering from the University of Texas at El Paso. He a licensed Professional Engineer in Texas and New Mexico and a Certified Floodplain Manager.
