Modernizing State Facilities Through Effective Program Management

The Texas Facilities Commission (TFC) plays a vital role in keeping Texas running. TFC’s mission includes modernizing aging facilities and creating workplaces that support the agencies housed within them. Freese and Nichols supports that effort through program management services that improve visibility across projects, enhance collaboration and help agency leaders make informed decisions at every stage.

One of the TFC’s important current efforts is assisting the Texas Department of Motor Vehicles (TxDMV) with the Camp Hubbard Complex Renewal Project in Austin.

Guiding the Camp Hubbard Renewal

The Camp Hubbard project will transform an aging eight-building former Texas Department of Transportation campus into a modern, energy-efficient headquarters that improves efficiency for the TxDMV and enhances service to the public.

The $143 million project includes a new 141,000-square-foot office building, a warehouse and a centralized utility plant. It also includes renovation of an existing five-story office building, demolition of four outdated buildings, new courtyards, landscaping and parking areas.

We are supporting TFC as the agency manages this multi-year effort, providing project management services that coordinate teams, track, and maintain operations progress during construction. Project analysis, planning and programming for the project began in 2018, followed by design work starting in 2021. Construction began in 2024 with completion expected in July 2027. Throughout the construction phase, TFC, TxDMV, Freese and Nichols, Marmon Mok Architecture and Flintco Construction are working together to minimize impacts on employees and the surrounding community while keeping the project on schedule and within budget.

Bringing Measurable Value Through Program Management

TFC’s success depends on strong processes and clear information. The program management approach focuses on five core areas that drive performance: scope, schedule, budget, quality and risk. Each is continuously monitored to keep projects aligned with TFC’s goals.

Freese and Nichols strives to engage early and remain involved throughout the construction to establish consistency and control.

Day-to-day, the program management team integrates and manages third-party consultants, including geotechnical engineers, construction materials testing and balancing teams, which are contracted directly by TFC. This coordination keeps all parts of the program moving forward together.

Detailed monthly reports and an interactive dashboard give stakeholders a shared view of progress, budget and upcoming milestones. These tools help leaders make faster, data-driven decisions that keep projects on track and reduce risk across the portfolio.

Strengthening Project Delivery Across the Program

Beyond individual projects, TFC continues to enhance its management of capital projects throughout the state. The agency’s Procedures Manual Update is a key part of that effort.

Freese and Nichols is working with TFC project managers through a series of workshops to update and reorganize the manual. The result will be a clear, step-by-step guide that outlines the process of moving projects from planning to completion. The updated manual will support greater consistency, transparency and efficiency across the agency’s portfolio.
