Oklahoma Turnpike Authority Advances Improvements Along Key Oklahoma City Corridor

Freese and Nichols’ Inspector Rodney Harrison and Project Manager Wendy Martin hold the ACPA Silver Award.

The Oklahoma Turnpike Authority (OTA) is continuing to advance improvements along a key Oklahoma City corridor through its ongoing work on I-344, the John Kilpatrick Turnpike (JKT).

A recently completed segment of the JKT widening project received the Silver Award in the Divided Highways Urban Category from the Oklahoma Arkansas Chapter of the American Concrete Pavement Association for projects completed in 2025. The award recognizes excellence in concrete pavement construction for the section spanning Eastern Avenue to the I-35 interchange.

The project widened approximately 3.5 miles of the turnpike to six lanes, increasing capacity on one of the state’s busiest roadways. The improvements support nearly 49,000 drivers each day, with traffic expected to grow to 66,000 vehicles by 2044.

Freese and Nichols served as resident engineer and managed construction on the segment, supporting the OTA’s focus on quality, safety and accountability.

“This is a quality-of-life project,” said Paul Green, Transportation Practice Leader at Freese and Nichols. “It improves safety, reduces congestion and makes it easier for people to get where they need to go. The Oklahoma Turnpike Authority recognized early how important this corridor is to the region’s growth.”

Continued Progress Along a Critical Corridor

The JKT remains a central part of the ACCESS Oklahoma program, which is modernizing turnpike infrastructure across the state.

Freese and Nichols is currently providing construction management services on three additional projects along the corridor. The work includes additional widening, bridge improvements and construction of a new interchange at County Line Road to improve access and connectivity in northwest Oklahoma City.

These projects move into more complex and highly traveled areas that serve major employers, retail centers and growing residential communities. The work requires close coordination with businesses, clear communication with the public and careful management of traffic in active construction zones.

“Responsiveness and trust set the tone,” said Wendy Martin, Construction Management Group Manager at Freese and Nichols. “The OTA trusted us to protect their investment by ensuring the work was completed correctly. That trust continues as we move into these next phases.”

To enhance safety, the team is implementing orange and white pavement striping in construction zones to clearly signal to drivers that they are entering an active work area. The approach provides an additional visual cue in high-traffic conditions and aligns with the OTA’s focus on proactive safety measures.

As the scope of work has grown, Freese and Nichols has expanded its construction management team, adding engineers and inspectors to enhance field oversight and support delivery.

“We have built a strong working relationship with the OTA,” Wendy said. “That collaboration is critical as the work becomes more complex and more visible to the public.”

Supporting Growth and Long-Term Mobility

The JKT carries the highest traffic volumes of any turnpike in Oklahoma and continues to see rapid growth as development expands across the northwest portion of the city.

“Investments like this support more than transportation,” Paul said. “They support economic growth, improve safety and help keep the region moving as the area continues to grow.”

As improvements continue, the Oklahoma Turnpike Authority’s work along the corridor reflects a long-term approach to strengthening infrastructure, improving reliability and supporting the future of Oklahoma City.
