Robert L. Nichols Professional Service Award: Kevin St. Jacques
Kevin St. Jacques, a Dallas-based transportation planner and associate, has been deeply involved with the Institute of Transportation Engineers (ITE) throughout his 40-year career.
Beginning with his role as vice president of the ITE Student Chapter at Virginia Tech, which inspired his path to a career in transportation planning and traffic engineering, Kevin has held a variety of positions for the organization at a national, district and section level.
He has helped lead the local section of TexITE as secretary/treasurer, vice president and president and has chaired several district-level TexITE committees, including their Awards Committee and Spring Conference Local Arrangement Committee. Kevin also initiated the formation of the District Safety Committee in 2024 and currently serves as chair.
Nationally, he has served on ITE’s Bicycle and Pedestrian, Complete Streets, Consultants and Safety Councils, advocating for safe, multimodal transportation.
As a self-proclaimed “plan-gineer,” Kevin has written more than 20 technical papers and delivered more than 100 presentations to professional organizations and civic groups, highlighting the benefits of planning and engineering for the betterment of the community.
“I have endeavored to… contribute a sense of balance of the visionary and practical aspects of potential solutions and designs,” Kevin said in his nomination.
Beyond his professional service, Kevin mentors younger team members, seeing their interactions as learning opportunities for both himself and others. He encourages them and supports their advancement as the future of the planning and engineering professions.
Freese and Nichols presents the Robert L. Nichols Professional Service Award each year to an employee who demonstrates dedication and commitment to professional development. Nominees are evaluated according to their involvement and leadership with professional organizations; their contributions to the profession, including technical presentations and papers; their long-term impact on colleagues and students; and their efforts that go above and beyond normal duties.
