Spencer Maxwell Elected APWA Texas Chapter President

Spencer Maxwell, Group Manager for North Texas Transportation and Associate, is continuing a longstanding tradition of leadership and service within the Texas Chapter of American Public Works Association (APWA) in his new role as chapter president.

Spencer began his leadership journey with APWA Texas on the Education Committee before going on to chair the Awards Committee. He was then elected to the Board of Directors in 2021. After years of dedicated service, Spencer began his presidency on July 1, 2026.

As president, he leads the organization’s strategic vision, works closely with chapter leadership and helps guide initiatives that support public works professionals throughout Texas.

During his term, Spencer plans to focus on strengthening member engagement, delivering value to members and positioning the organization for long-term success. This includes hosting rewarding experiences and events, providing technical resources and educational opportunities, and improving operational processes.

“One of the things I’ve always appreciated about APWA is the people,” Spencer said in his first message as president in the Texas APWA Reporter newsletter. “I’ve seen firsthand how willing our members are to support one another and step up to serve. Those relationships are what make this organization special.”
