Program and Construction Management Services for San Antonio International Airport Terminal Expansion

Freese and Nichols is providing program and construction management services for the $1.4 billion Terminal Development Program (TDP) at San Antonio International Airport. This program is redeveloping existing facilities to accommodate the increasing demand for both domestic and international flights. The TDP, set to be completed by 2028, includes the construction of a new Terminal C with up to 17 gates, central utility plant upgrades, commercial apron pavement improvements, airport access roadway improvements and a connector between terminals A and B on the secured side.

Freese and Nichols is overseeing the execution of various projects within the TDP, working as part of a city-led team that includes both City and Executive Program Manager staff. The program’s scope and complexity require specialized airport expertise and technical services to succeed. This comprehensive development effort supports the airport’s growth and enhances its capacity to handle increased passenger and aircraft traffic.

Construction Management Services for Widening Oklahoma’s John Kilpatrick Turnpike to Six Lanes

Our experts provided construction management services for the widening effort of Oklahoma’s John Kilpatrick Turnpike from Eastern Avenue to the I-35 interchange to reduce traffic congestion and improve safety. The expansion to six lanes — three in each direction — is necessary, as daily traffic within this 3.5-mile segment of roadway is expected to increase from 37,000 to 66,000 by 2044 and sets the stage to connect future six-lane widening projects. The project team prioritized cost-saving measures, such as preserving the existing pavement rather than replacing it entirely, to reduce expenses while maintaining quality standards.

This project is an effort under Oklahoma Turnpike Authority’s ACCESS Bond Program, which is a $10 billion, 15-year plan to improve the state’s highway infrastructure and takes a comprehensive and transparent approach to deliver meaningful transportation upgrades to Oklahoma residents. Future projects under this bond program include adjacent segments of the Turnpike that will improve connectivity and safety statewide.

Construction Management and Inspection Services for the Lake Ralph Hall Pump Station

Freese and Nichols provided comprehensive construction management and inspection services for the Lake Ralph Hall Raw Water Pump Station and the Leon Hurse Dam, part of Texas’ second major new reservoir and water source project in the last 30 years. The dam, owned and operated by the Upper Trinity Regional Water District, features a 2.3-mile earthen embankment and supplies water to customers in the area. The project team designed the dam with downstream stream mitigation and restoration, and a pump station at the downstream toe of the dam with a 55-MGD capacity. The pump station features three horizontal split-case pumps and two additional slots for future expansion up to 80 MGD, as well as a recirculation line in one of the future pump slots for functional demonstration of each pump independent of downstream pipeline components.

The project site houses the future home base for staff operating and maintaining the new dam, pump station and transmission system. Due to the size of the project, our team remained involved throughout the building process. Leaning on our extensive experience constructing and commissioning large transmission pump stations, Freese and Nichols’ construction management services allowed for proper monitoring of the work through documentation of all components.

Construction Management Services for City of Cleburne’s Award-Winning Advanced Treatment Facility

Our firm also provided comprehensive construction management services for the $39 million expansion and improvements to the Cleburne Wastewater Treatment Plant, including planning, design, permitting and startup services. In anticipation of rapid population growth, the City of Cleburne, Texas, partnered with Freese and Nichols to build an advanced treatment facility to increase their total water capacity and add a four-mile pipeline to deliver up to 4 million gallons of water back to Lake Pat Cleburne to better serve residents. This project’s innovative approach allows the facility to serve thousands of additional homes, as well as reuse any water not needed during dry periods by pumping it back to the lake and returning it to the water system. This system increases lake levels, even during drought.
