Chief Administrative Officer

Ian Taylor leads Freese and Nichols’ continuous improvement initiatives and oversees our Business Technology, Marketing and Real Estate Services corporate groups. Taking on this role in 2026, he’s focused on driving development and implementation of innovative technology strategies that align with Freese and Nichols’ strategic vision and anticipate future trends.

Joining Freese and Nichols in 2023 as our Strategic Services Director, Ian has led internal planning and improvement efforts and development of business strategies. A licensed Professional Engineer, he has also brought his technical and industry knowledge to integrated planning, water resource planning and city management project work as a senior advisor.

Ian has more than 20 years of experience with public utilities. As chief engineer and then chief executive officer, he guided a water/wastewater/electric utility in one of the nation’s fastest-growing cities through major events such as the COVID-19 pandemic and Winter Storm Uri.

Ian received a bachelor’s degree in mechanical engineering from The University of Texas at Austin. In 2024, Ian participated in the Baldrige Executive Fellows Program, a yearlong initiative to equip leaders with tools for promoting excellence in their organizations.
