Richard Weatherly, PE

Chief Business Development Officer

Richard Weatherly has been Freese and Nichols’ Chief Business Development Officer since 2026, overseeing a unified approach to our business development efforts with a focus on developing and maintaining local client relationships in all the regions we serve. He brings to the role four years of experience leading the firm’s business development team in Southeast Texas and building many trusted, long-term client relationships.

Now based in our Pearland office, Richard joined Freese and Nichols in 2002 as an engineer in Fort Worth. His technical background is rooted in water and wastewater modeling and master planning. He established that line of services for communities across Texas and played a crucial role in opening the firm’s Houston office after transferring there in 2005. He also has considerable experience helping cities with financial and rate studies to fund their utility operations and implement infrastructure capital improvement plans. Richard holds a bachelor’s degree in civil engineering from The University of Texas at Austin.
